Details:: Placer County Environmental Health requires CFO registration (Class A) or permit (Class B). Additionally, all CFOs must obtain a Business License AND approval from local city or county Planning Department before operating. For unincorporated Placer County, county Planning Department approval needed. For incorporated cities (Roseville, Rocklin, Lincoln, etc.), city-specific planning approval needed. State law (GOV §51035) preempts local zoning restrictions on CFOs.
Home kitchen:: California cottage food law (Cal. Health & Safety Code §113758) allows Class A (direct sales only) and Class B (direct and indirect sales) operations. Placer County Environmental Health Department (3091 County Center Drive #180, Auburn, CA 95603; 530-745-2300) administers CFO applications. All CFOs must secure a Business License and approval from local city or county Planning Department in addition to Environmental Health permit/registration. Private well users must complete Water Facility Testing Agreement with quarterly/annual testing. Production must occur in home kitchen; no infants or pets in kitchen during production; no smoking in CFO areas; maximum one full-time employee.
