Human cottage food vs. pet treats

In states like Minnesota, pet treats can fall under the cottage food exemption alongside human baked goods — but only for specific products (baked or dehydrated dog and cat treats) with their own labeling rules and ingredient restrictions.

In states like Virginia, pet treats are regulated as commercial feed, not cottage food. You need a VDACS feed license and per-product registration even if you already qualify as a home food processor for human baked goods.

None of this is legal advice. Pet food rules change and vary by species, ingredients, and sales channel. Verify with your state department of agriculture before selling.
