Details:: Orange County municipalities (Newburgh, Middletown, Port Jervis, Goshen, Warwick, etc.) have their own zoning ordinances. Orange County does not administer food or zoning permits. Operators should verify home occupation requirements with local municipality. New York City has additional local rules (not applicable to Orange County).
Home kitchen:: New York Home Processor program (N.Y. Agric. & Mkts. Law §251-z-4; 1 NYCRR Part 276) requires free registration with NY Ag & Markets (location-specific, does not expire). Only baked products (must have pathogen kill step - must be baked). No-bake items, pickles, sauces, nut butters, frostings/fillings, dairy, meat, fish, poultry prohibited. All products must be pre-packaged and labeled. Sales within New York State only. Wholesale sales permitted (unusual for NY).
