Richmond County (Staten Island) is a borough of New York City. NYC Department of Health and Mental Hygiene governs food safety within all five boroughs. NYC may have additional requirements beyond NY state Home Processor program. Contact NYC DOHMH for borough-specific requirements. NYC general home occupation rules apply through NYC Zoning Resolution.
Home kitchen:
NY Home Processor program requires registration with NY Department of Agriculture & Markets. Non-TCS foods only. No sales cap. All sales venues permitted including retail, online, mail delivery. NYC (which governs all 5 boroughs including Richmond/Staten Island) has additional requirements.
