Cottage / exemption path
IDAPA 16.02.19 cottage-food provisions do not require pets out of the dwelling. Exclude pets from the kitchen while you bake as ordinary sanitation.
Inspected / home-bakery path
A health district can apply Food Code animal rules if the operation is treated as a food establishment rather than cottage food.
Research note
District practice varies. Do not invent a district pet ban without a published packet.
