Oregon is the model statute: pets may live in the house; they cannot be in the kitchen during production; the label must name the species.
ORS 616.723: ODA may not prohibit sales because pets live in the dwelling. ODA shall prohibit pets from the food-preparation area. Official FAQ: pets allowed in the residence; not in the kitchen during cottage-food prep; label must declare species (dog, cat, rabbit).
Domestic kitchen licenses follow the same “pets in the dwelling are not a sales ban” sentence.
Cite the official FAQ and the statute. Presence elsewhere in the dwelling is no longer grounds for disqualification.
