Class A is direct sales only (up to $75,000 gross a year). Class B is direct plus indirect (up to $150,000). File Class A registration or a Class B permit with county Environmental Health.

Zoning / home occupation
RequiredA local home occupation or home-based-business approval is required in Monterey County.
Monterey County Environmental Health requires Class A or Class B CFO application. In addition, local city or county planning approval required. Operators in unincorporated areas must obtain county planning/zoning approval; those in incorporated cities (Salinas, Monterey, etc.) must comply with city-specific rules. State law (GOV §51035) preempts local zoning restrictions on CFOs.
