What you need in Wasatch County — and what you do not
Utah food permit / registration
RequiredUtah Department of Agriculture and Food registration or a state food permit is required before selling.
Registered cottage food operations may sell through various channels. The Utah Department of Agriculture and Food (UDAF) issues registration; local health departments do not have jurisdiction to regulate compliant cottage food operations except to investigate foodborne illness outbreaks. The state also has a separate Home Consumption and Homemade Food Act (Utah Code Title 4, Chapter 5A) that allows unregistered sales of certain homemade foods with a business license, but only at direct-to-sale farmers markets or direct-to-sale locations with appropriate signage. Food service establishments may not use cottage food products as ingredients in food served to the public.
Utah Code §4-5-501 →Utah routine kitchen inspection
Not requiredNo routine state inspection for the exemption (complaint inspection may still apply).
No inspection required; complaint-based only for registered operations.
Zoning / home occupation
RequiredA local home occupation or home-based-business approval is required in Wasatch County.
Wasatch County is subject to Utah state law under Utah Code §4-5-501, which requires UDAF registration and a food handler's permit. Utah state law explicitly prohibits local governments from imposing additional requirements on compliant registered cottage food operations. No county-specific ordinance was found that restricts cottage food beyond state law. Wasatch County (county seat: Heber City) is a fast-growing Wasatch Back community. Utah state law preempts local regulation of compliant cottage food operations. Heber City and other incorporated municipalities may have business license requirements.

What Wasatch County publishes for the home cottage-food path
Dollar amounts appear only when we have read them on an official page. If a cell is blank, that office has not published a flat price we can quote. Ask them before you pay. A fee that varies with sales is a percent of receipts (privilege tax / BPOL), not a sticker price. Not MEHKO, commissary, or storefront.
