What you need in Natrona County — and what you do not
Wyoming food permit / registration
Not requiredNo Wyoming Department of Agriculture permit or cottage-food registration for the home exemption.
Wyoming's Food Freedom Act allows considerably broader indirect sales than most states. Non-potentially hazardous foods, eggs, and dairy products may be sold through third-party vendors (retail shops, grocery stores) as long as the sale complies with the Act. The third-party seller must inform consumers that the food is not certified, licensed, or inspected, and non-potentially hazardous foods must be displayed separately from licensed products with a label stating 'this food was made in a home kitchen, is not regulated or inspected and may contain allergens.' Potentially hazardous homemade foods (except eggs/dairy) must be sold by the producer or designated agent only. A 'designated agent' may also facilitate transactions including marketing, transport, storage, and delivery without taking ownership of the product.
Wyo. Stat. §11-49-101 through §11-49-104 (Wyoming Food Freedom Act) →Wyoming routine kitchen inspection
Not requiredNo routine state inspection for the exemption (complaint inspection may still apply).
No routine inspection. Wyoming Dept. of Agriculture may investigate upon illness complaint.
Zoning / home occupation
Check locallyConditional — confirm with planning before you sell.
State Food Freedom Act (§11-49-103) exempts cottage food from state licensure, permitting, and inspection. However, Natrona County has a Home Occupation Permit requirement for home-based businesses, and the City of Casper may require zoning compliance. Producers should verify with Natrona County and City of Casper Community Development for any home occupation permit requirements. No specific cottage food exemption from local zoning found.
Local health / cottage-food registration
Not requiredNo routine local health inspection is flagged for the cottage-food path in Natrona County.
No routine inspection. Wyoming Dept. of Agriculture may investigate upon illness complaint.
Local business license
Check locallyVaries — confirm with the local license office.
House / porch pickup
Check locallyOn-site pickup is flagged as allowed in Natrona County — still confirm hours, parking, and HOA rules.
Sales may occur at farmers markets, farms, ranches, producer's homes or offices, retail locations of third-party sellers (for non-TCS foods, eggs, and dairy), or any agreed location. Producer must inform end consumer that food is not certified, labeled, licensed, packaged, regulated, or inspected.
What Natrona County publishes for the home cottage-food path
Dollar amounts appear only when we have read them on an official page. If a cell is blank, that office has not published a flat price we can quote. Ask them before you pay. A fee that varies with sales is a percent of receipts (privilege tax / BPOL), not a sticker price. Not MEHKO, commissary, or storefront.
