HAR ch. 11-50 implements the home-based food path. DOH issues a home bakery permit and inspects. The program does not publish a statewide “build a separate room for the dog” cottage-food statute.

Permit + inspection. Animals in the food-prep area during production or inspection can fail sanitation.
