New York’s 20-C home processor exemption is not a pet-room statute. A licensed 20-C / Article 20-C facility is inspected.
Non-TCS home processors can use the 20-C exemption without a full food-processing license. The exemption text does not require a separate room for pets.
A licensed food-processing establishment (including some home 20-C licenses) is inspected. Animals in food-prep areas can fail that inspection.
Do not collapse the exemption and the licensed processor into one pet rule.
