What the rule actually means

Cottage path first — then any inspected path

Cottage / exemption path

Non-TCS home processors can use the 20-C exemption without a full food-processing license. The exemption text does not require a separate room for pets.

Inspected or home-bakery path

A licensed food-processing establishment (including some home 20-C licenses) is inspected. Animals in food-prep areas can fail that inspection.

County or program note on file

Do not collapse the exemption and the licensed processor into one pet rule.
