Pets in a microbakery kitchen in Mahoning County?

Ohio cottage food is silent on pets. The $10 Home Bakery license is not: ODA says no pets in the home.

What the rule actually means

Cottage path first — then any inspected path

Cottage / exemption path

O.R.C. cottage-food provisions (non-TCS baked goods) do not require a license or inspection and do not mention pets.

Inspected or home-bakery path

Home Bakery (O.R.C. 911.02) for refrigerated / TCS bakery items: ODA Food Safety inspects. Official Home Bakery page: no pets are permitted in the home; kitchen may not be carpeted.

County or program note on file

Ohio Admin. Code does not explicitly prohibit pets for cottage food operations, but GMP practices discourage pet presence in food prep areas.

Do not tell an Ohio sourdough baker they must rehome the dog. That is the Home Bakery path, not cottage food. Link both: https://agri.ohio.gov/divisions/food-safety/cottage-foods

O.R.C. §3715.025 (cottage); O.R.C. §911.02 (home bakery) · verified 2026-08-19
