Cottage exemption vs Home Food Processing
These are different paths. The cottage exemption (§ 3.2-5130) has no VDACS registration for qualifying shelf-stable foods. A Home Food Processing Operation (HFPO) is the inspected permit. Once you are on HFPO, some bakers say you must submit each new recipe, label, and ingredient.
