VDACS does not approve every frosting or filling by name. When a recipe sits on the line between TCS and non-TCS, the July 2026 Home Food Exemptions FAQ tells producers to use a food processing authority. One of the links VDACS lists is Virginia Tech’s Food Producer Technical Assistance Network.
What the network does
The Food Producer Technical Assistance Network (also linked as foodbiz) helps food entrepreneurs with:
- starting a food business
- nutrition label content
- food safety analysis
- food regulations
- product testing (pH and water activity on most products)
- acidified-food process authority work through the Food Innovations Program
Published pricing effective January 1, 2026 (from the VT page):
- $175 evaluation + scheduled process reporting for one acidified food product
- $145 each additional acidified product submitted at the same time
- $145 evaluation/reporting any other category of food product
- $138 nutrition facts panels (one cost for every size container of a single product)
- $114/hour for projects that do not fit the structure above

They also explain water activity in plain language: water available for microbes, scale 0 to 1.0; drops when sugar/salt bind water or baking/drying remove moisture.
Why cottage bakers care

A lab report does not replace the statute, but it is how you document whether a finished recipe is non-TCS. That matches what VDACS says about borderline products.
